Section A: Capital

Part 1: Currency

A National Bank, under the juristiction of the Treasuror, will be charged with the ability to print currency and tender coins. Notes are to be backed in gold and silver to insure its stability in the global market.

Part 2: Pricing

Pricing guidlines are to be set by the Imperial government to insure fairness in trade. Regional Exchanges will be set up in order to govern regional prices is a manner that benefits both the local populace and the nation as a whole.

Part 3: Taxation

Section A: Taxation
Edit

An weighted tax system will be put in place to ensure the weight of taxation is endured by those who can afford it. Anybody whoms income is in the bottom thirty three percent will not be subject to taxation.

Section B: Collectivism

Those whoms gross income is in the top 1% will have their extra income (that which differentiates them from the average of the top 2%) taxed automatically unless these earnings are proven to have been given to charity.

Part 4: Communal Effort

Section A: Agriculture
Edit

Farmers will be required to give 10% of their crops to the government for redistribution. In return, they will be subsdized and given agricultural aide.

Section B: Professional
Edit

Registered professionals in skilled non-industrial work, such as Doctors or Lawyers, will be required to work 12 hours a week in either government or charitable capacities. How this order is to be worked out is ultimately to be decided by the regional branch of the Domestic Affairs office.

Section C: Industrial

Private Industrialists will be required to hand over use of their capital in times of war to aid in the production of materials neccessary for the defense of the nation and it's interests.

Part 5: Distribution

Section A: Welfare
Edit

Financial aid for those who fall below poverty level will be developed as needs are assessed. A Welfare office will be set up in the Economics Office under the direction of the Domestic Affairs Office, which will be charged with distributing their funds in ways they have developed to be beneficial to eligible recipients

Section B: Public Health

A public health system will be set up in which freehospitals and clinics will be opened up through the nation as funding becomes available. Due to the slow nature of this process, private hospitals and clinics, both free and charge, will be eligble for funding based on their service to the community.

Section C: Public Works
Edit

In order to provide jobs, public works will be funded in order to both develop Africa and provide jobs for those nearby developments. Governors, Parliament, the Emperor, and the Military will all be able to apply for public work funds for their projects by going through the domestic affairs office.
